Tengo una duda con lo siguiente:

Basic está modificando a research, development and technology transfer (en ese caso sería ¿investigación, desarrollo y transferencia de tecnología básica? o ¿sería básicos?) o ¿solo a research?

Se podría interpretar de las dos formas, si bien se habla con frecuencia de investigación básica, aquí puede también referirse a los tres, me inclinaría más por esta segunda opción, reformulándolo así
