¿es algo así como?: It is hereby ordered that public defense attorney be appointed and that attorney [name] act in her capacity as Secretary in charge of this of this office.

I think the use of "shall" might suffice in this context. As for the other part of the equation, these attorneys are commonly known as "public defenders" in the US.

Let the Public Defender's Office be tasked with the matter

cuéntese con: imperative> let them be relied upon..../the matter be 'reliably referred to' such Office vs. the holder of the office.

It's an office and not the officer, plus the meanings of contarse do not strictly extend to an appointment = constituirse...
