I do think it is something broader than the relationship with the show, it sounds more as a government committed to culture, supporting cultural events.

you mean supporting or supportive of the exhibition? If not, I am not sure what that means. In any case, coupled with developmentalist it seems to refer to something broader than the relationship to the show
