This is the name of an annex to an invitation to tender. There is no other mention of it or context in my document, but it appears in other contexts on the net, such as:

Arbetslöshetskassorna riskerar att inte följa personuppgiftslagen i de fall personbiträdesavtal saknas med de organisationer som behandlar produktionsdata från informationssystemen.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

If you're working with the Swedish (PUL), I think the Swe term should be 'Personuppgiftsbiträdesavtal' which is what my suggestion is for.
