Geo-based push/pull notifications
I'm pretty sure this is what is meant here. Notifications related to marketing (or whatever) are typically "pushed" from a company's server, and "pulled" from a user's device.
I've also seen "push" used for both the server and user ends, i.e., notifications are either "pushed" from a server to a user's device, or "pushed" from a user's device to a server, but in this case you would have to specify "outgoing/incoming push notifications" or something similar.
You could also say "push/pull notifications based on geolocation", but in my experience "geo-based" is the most commonly used term in English these days for the simple reason that it's faster to say.

Geotargeted push notifications are notifications that get sent to an app's subscriber once the device enters an area or zone that is "geofenced" by the app itself.
Geozones are pins on the map that allow sending automatic push notifications right at the moment a user enters the specified area on the map.
Perhaps the most under-utilized push notification is the GeoTargeted push notification.
