It refers to someones who has been chosen to speak on behalf of an organization, government, etc. You could also use spokeswoman since here we are talking about a woman, but I recomend "spokesperson"

: Agree on the meaning of the word, but from my reading here vocera is meant to be "Fiduciaria de Occidente" and thus not a person per se but a company or entity.
