Siempre se encuentra «reinserción laboral» en los contextos en los que se discute la «reinserción social». La búsqueda en CORPES XXI confirma este uso. No recomendaría recurrir a «reinserción al mercado laboral» a menos que la redacción del texto no deje otra alternativa.
I've run a search on CORPES XXI, which confirms that «reinserción laboral» is the apropriate translation of this phrase. I wouldn't recommend the alternative «reinserción en el mercado laboral»–only if syntax forces you to do so.
