SI has been used many times in the text both as singular and plural. In this particular instance it is singular..Yes the acronym has been expanded and defined in the glossary attached.

shortly VPN (initially) was used for the purpose to create a secure access to te employees when they were not at the workplace. VPN is not an internet access, to use the VPN you need already to have an internet access, which might be a cable, modem or 3G. VPN has its place "on" this network. When we connect to the internet, we will have a specific channel created by VPN which is secured. The most widely used VPN technologies are: Point-to-Point Tunneling Protocol (PPTP), IP Security (IPsec) and Layer 2 Transport Protocol (L2TP). The last two usually used together because L2TP is not secure enough. A PPTP is an another standard which a lot more easy to set (build up) in comparison with IPsec-et, but on the other side it is very easy to "break up" if the user uses a too simple password.
