Clearly, this is not to be taken literally. The word is used to describe business ventures that are in themselves completely useless and unnecessary, held up only by misguided public grants, often to provide jobs for the disabled. Whether the scribe has captured that meaning, and is intending to convey this in his text, is anybody's guess.
