I believe you're referring to 'turn' as opposed to 'tum' - which will then make more sense.

Or it may mean 'on the other hand' - I'll need to read the entire the paragraph to see if it was another way of talking about 'spin' as in 'electron spin'.

Spin/rotation can be inaccurately written as 'turn' - which is fine linguistically, but not so much scientifically.
