به آنی ، رنگ کدر، زرد و کبود چهره اش باز می گشت و طنین صدایش خفگی می گرفت.
Does it make sense to translate: and his voice went hoarse or he choked?

(the tone of) her voice was descending

I prefer to add "start" here, but you can also say "his voice was choking up"

Can also say:
The tone of his voice was becoming hoarse and/or suffocated.
Or
His voice was choking up (As other peers have suggested)

Note that I ave added 'tone' in the above sentence to reflect the original Persian sentence.
