I don´t think this is a fixed expression, and hope it is not on the way to becoming one!

My first thought from the clues you give (Government/politics) is that this is some tired politician burbling to yet another journalist after the recent election.

There was a lot of discussion last time (2011) about how the candidates promised a lot before the election, for which there was quite obviously no source of finance. And of course, once in power, it took the government a long time to get any results at all. They were accused of not keeping their promises, and lost by a hair's breadth this time.

A certain amount of ´valgflæsk´ is all part of the game, but up to the 2015 election politicians were more cautious about sounding plausible. So now the government has to live up to expectations, obey the voters, and as far as possible deliver as promised.

I also thought of a marketing manager explaining about doing what customers want, but it still sounds somewhat half-hearted to me.

Googling ´obedience to expectations´ turns up a lot of things, from Milgram´s experiment

I am not sure ´lydighed på forventning´ is quite as sinister as Milgram´s results, but to me it suggests attempts to please customers, voters or whoever pays your salary.

Either it is a minimum requirement that you can build further on, or it suggests going through the motions without any great enthusiasm.
