Depends on (1) diacritic marks or pronunciation and (2) whether the transcription is correct.

1- ولَبات تْعمّر = إلى أن بُني، حتى بُني
Until it was built, by the time it was built

2- ولَبات تْعمّر = واللي بوقت تْعمّر = والذي عند بنائه
When it was built

3- ولَبات تِعمَر = ولحتى تِعمَر
Even better, i.e. to make things worse

So, possibly: 'this jetty is in fact a breakwater which, by the time it was built in 2006 when Safadi was the minister, was claimed to be a harbour rather than a breakwater, used for ...'

(Sansool is a breakwater كاسر أمواج as in your earlier question but since the phrase includes the two terms you could use the generic jetty حاجز، مرطم first)

Hello. I think Marina is used to describe the whole front including the promenade, kiosks, cafes, dock, etc.
