I think the first phrase is just to say that the engine has exceptional fuel consumtion in high speeds.
As for "strong tumble intake ports", this might be the valves on an inlet manifold (grenrør / inntaksmanifold) or just the manifold itself; i.e. the fuel mixture has a strong tumble/rotation? Not sure if that makes any sense, but it's what comes to mind.
