Spanish to English Bus/Financial Energy / Power Generation

A recurring term in an official report responding to a Royal Decree on electricity generation and renewable energies, for example:

"Como consecuencia de lo anterior, corresponde al Gobierno fijar los nuevos objetivos por tecnologías para 2020 y su *senda de implantación*. La regulación económica del régimen especial por su parte, debe tomar como referencia dichos objetivos por tecnologías y en su caso, la *senda de implantación*, a la hora de definir los sistemas de apoyo que corresponda."

The targets relate to cumulative capacity in terms of MW.

Elsewhere in the report, projected figures are given for the "senda implantación superior", the "senda implantación inferior" and the cumulative capacity target. Every year this target is almost exactly midway between the "senda implantación superior" and the "senda implantación inferior". The figures for all three rise exponentially every year.

The thing is, this term only ever seems to appear in the context of this official discourse around electricity generation from renewable energy (see references below).

So far I'm not particularly convinced by my own literal translations like "implementation path", "implementation pathway" or "implementation track". Any ideas gratefully received - thanks in advance:)
