The ST is saying, basically, that the AP can scan the entire wi-fi band, but spends most of its time focused on the main task: transferring data in the currently-used channel.
'scanning off the data channel' refers to the time when it is, indeed, looking around to see what's happening on 'other' channels (maybe with a view to switching to an alternative channel which might offer better a signal-strength ratio or transmission reliability).
