owners who are not livestock breeders

"éleveurs" breed and raise animals (and fatten them up) . Here the land is pastoral and the animals are bovines or cattle so you could also say cattle/beef farmer.

the more general "farmers/ranchers" may also grow crops as well as breed/raise animals

I understand this to mean that the 21.4% includes smallholders who have a cow or two for their own domestic use, not for commercial purposes.
