Apparently, the hospital's rates in certain circumstances change based on the patient-to-nurse ratio on the ward, making the ratio the category to which the term refers.

It refers to "patient-nurse ratio" filed by the hospital. For example, the choice 13:1 means the ward or hospital has 13 patients to 1 nurse.
