Generally, agree with responder's version, but I would say "in the same procedure as other draft laws..."

In my experience I have have found that this formulation for "в порядке" in legal texts is more common.
I also wouldn't worry about rendering the construction " в таком же..., как и" too literally into the English. I think it is implied by the use of the word "same".
To an extent it's a question of personal and house style... But a Google search using the above option produces more hits from legal sources... And in my opinion better fits the official tone of the source document.
