Hre, herre is just a filler word from a dialect, adding nothing but vague local colour. Oppi dette her should be straight enough - in the middle of this, in the current situation, with all else that is going on.

agree Leif Henriksen : Also note that two elements have been swapped here, a fair interpretation of the intended meaning could be: "... and it was certainly not quite easy to handle this with four minor kids in the midst of it all" or something along these lines.
