This phrase appears in a service agreement in Mexican Spanish regarding providing services for a nuclear reactor, e.g. decontamination. Here is the context:

"Previo al inicio de las actividades el proveedor deberá contar con oficio de liberación del área de Garantía de Calidad de la GCN."

My translation:

"Prior to beginning activities, the Provider must ... of the area of Quality Guarantee of the GCN."

I believe this is probably one unit of meaning, so that it would be "have a [quality assurance] release certificate [from the GCN].
