Extrait d'un film canadien :
Une jeune femme fait du camping avec des amis. Un type vient s'asseoir à côte d'elle. Ils engagent la conversation. elle lui demande ce qu'il fait dans la vie. Il lui répond :
- In the winter, I clear snow. Sometimes, I wrok at the rink. In the summer, I drink"
ET elle de dire, en trinquant avec lui :
- That's cool. I hear that.
Précision : Lui est un genre de redneck, un peu rustre. Elle, est plutôt une fille de bonne famille qui essaie de paraître cool.

I suggest this, having heard it not two days ago in the mouth of a person acknowledging that his interlocutor's complaint was genuine, while doing nothing about it.
In the same way a psychologist/listener may say "I hear you", meaning "I understand your concern". The advantage in THAT context is that the psychologist/listener need not express an explicit opinion.
I would translate into standard English by: "That's nice; I see"

Ayant entendu la réponse du type au sujet de ce qu’il fait dans la vie, la jeune femme réagis ainsi. C’est une mannière de dire que ce type de travail est un peu bizarre mais que quant même, ça peut aller.
