I've just found a clearer sentence in another text related to the same company: "El porcentaje del valor de mercado máximo de los activos afectos a garantías que puedan ser objeto de disposición por parte del Prime Broker será del 150% de las obligaciones de la Sociedad respecto al Prime Broker" I hope it helps.

Yes, the original sentence sounds weird to me, particularly "activos afectos a garantías hasta el 150%". I guess "aquel" relate to XXX plc, the creditor. It seems that xxx plc may have company's assets at its disposal, but it makes not sense...

I'm not very clear about the context. Presumably XXX plc is a bank, and "la sociedad" is the company whose liabilities are being guaranteed, but what does "aquel" relate to? The creditor?
I assume it means that the guarantee is secured on the debtor's assets and is worth 140% of the liabilities.

you can add 'with a value of up' before "to 150%" if you really want to.

No me deja pegar la referencia porque está en un pdf, pero fijate en la página 13, "Provisions related to security - Charged assets" y en el enlace anterior de Kudoz.

Como comenté arriba en la discusión, se trata de una mala redacción en español. Debería se "activos afectados (en garantía) por hasta 140% de la obligaciones de la Sociedad". Afectados en garantía es un poco redundante incluso. Con decir "afectados" se sobreentiende que están en garantía del cumplimiento de una deuda/obligación.
