Wydaje mi się, że bardziej 'na stałe' włączamy jakąś funkcję, bo jest 'capability'

Ja tłumaczyłbym to - na razie roboczo, może nie dość dokładnie - jako -- możliwość "powoływania" i "odwoływania" alarmu z tego systemu.
