I am not sure of the appropriate translation of 記載省略 which appears in a 住民票.

I think the translation depends on the part of the document that is left blank - if it's a piece of information that is simply not stated, then "not stated" should work; if it's some space below the part of the document that actually has contents and 記載省略 intends to indicate that there is nothing to put there, then "left blank" may be more appropriate.
