Discussion
To eliminate it entirely, one could alternatively say "...discriminate between inconsistent attitudes of parents' but then the meaning would be ever so slightly shifted. Of course 'regarding' which you suggest, is perfectly acceptable. Let the asker decide...
STYLE MANUAL FOR STUDENTS
This phrase is virtually meaningless, but we often hear it on the news and in bloated speeches. “In terms of” is really just a wordy and sloppy transition—usually an unoriginal disguise for a simple preposition, such as “in,” or a more elegant phrasing, such as “in relation to.” “In terms of the cost, it is high,” is easily revised to “Its cost is high.” Do not use “in terms of,” or do so trembling.

Originally this expression was used to explain precise quantifiable relationships: “We prefer to measure our football team’s success in terms of the number of fans attending rather than the number of games won.” But it has for a long time now been greatly overused in all kinds of vague ways, often clumsily.
Here are some awkward uses followed by recommended alternatives:
“We have to plan soon what to do in terms of Thanksgiving.” (for)
“What are we going to do in terms of paying these bills?” (about)

Decide for yourselves.
2. In relation to; with reference to: "facilities planned and programmed in terms of their interrelationships, instead of evolving haphazardly"
I think pt 2 is perfectly appropriate here.
