I, personally, see this particular question as one term or an unbreakable unit, which differs from a question in which several terms (even if related) are separated by commas and given as one.

Secondary legislation is rarely translated officially or the translations published, even a great deal of important primary legislation lacks an official, published translation, which is a shame. The asker was possibly hoping for an 'official' unpublished translation, which I could not offer. But a little encouragement that her idea of the correct translation of an awkward phrase was not that far off or even spot on is usually welcome. Oddly, if she had asked for just pavyzdinės with the context, then she would have had several suggestions with the entire title translated and no complaints.

The former is a single term, bloated to no end in LT due to purist linguistics. Esentially, the task there is to backtranslate an EN term. In any case, "medium high tech" is a single term, and I'm sure the asker is not fishing for "companies" to be translated for them as an additional benefit.

For prominent documents, yes, e.g. for an international convention, etc. Not the least because it is important for everyone to translate them consistently. I would say that if you can't Google it anyway, the exception does not apply. This is the title of a piece of (very) secondary legislation and even fully qualifies for being a non-capitalised title because of its length and descriptive nature. So for something like this, if you're asking for the whole title, you are obviously trying to get two or more terms for the price of one and a bit of syntax on the side.

According to KudoZ rule 2.2... ... A group of words (up to approximately 10) should be posted in a single question only when they constitute an unbreakable unit, such as an idiomatic expression (e.g. 'a jack of all trades and master of none') that may be several words long and where omitting any part would not formulate the question correctly. As I see it, book or document titles (as in this particular case), or job titles very often belong to this category, i.e., they constitute an unbreakable unit.
