"Carrera" is a generic name for a type of thoroughfare, like street, avenue, road, etc. In the dictionary it's defined as "calle que fue antes camino" (DRAE), though I don't know whether this is strictly the case here. In Bogotá, which this refers to (specifically the Puente Aranda neighbourhood), most of the streets are called "calle X" or "carrera X". The "carreras" run perpendicular to the "calles", but there's no real difference between them apart from that. It's just a naming convention, rather like the "streets" and "avenues" in New York City, which are again numbered and perpendicular.

So "Carrera 62" is therefore the name of a particular street and means something like "62nd Street/Avenue". Carrera 62 runs parallel to Carrera 63 and Carrera 64, and so on, and perpendicular to it are "Calle 10", "Calle 11", "Calle 12", and so on. I've never been there; I just looked it up on Google Maps. "Interior" looks as though it should be an adjective, meaning that the apartment looks onto some kind of inner courtyard rather than onto the street itself. But this is not so, apparently; "Interior" is a noun and really means the same as "block". I deduce this from the following, which refers to Cartagena de Indias, but there are similar documents on other Colombian cities:
