辞書も持っているし、インターネッットもよく使いますけど、ことわざの場合は、コンテクストによって理解するのはちょっと難しくなりす。お邪魔になって、すみません。

査読でさんざんな目に会う means that his work was not well received (or the reception was terrible)
査読 = peer review/critical review
さんざんな目に会う = 酷い目に会う = meet a terrible reception/not go well/something bad happens
