b) Que dichos objetivos se han orientado hacia el cuidado de la salud a través de la *medicina asistencia!*, y han comprendido también actividades de docencia e investigación en el entendimiento que la buena praxis médica requiere de actividades académicas e investigativas que ayuden a desarrollarla y la complementen;

As I see it, the difference here is simply between healthcare/medical assistance (atención médica, en general), i.e. working with patients on the one hand, and the "actividades de docencia e investigación" on the other.
