I wouldn't translate literally - the way I see it is that a change leader is open to positive changes, is able to identify them and willing to embrace them.

To turn on c'est souvent activer, donc activité reste dans le registre. Le sens de allumer n'est pas très positif, un "allumé du travail" ça passe mal en français

Traduire c'est aussi se référer au langage habituellement utilisé dans un domaine. Ce qui est le cas pour cette question.

Traduire c'est aussi respecter les termes en usage dans le domaine même si c'est du nouveau jargon.
Discussion
J'aurais du, entre parenthèses, écrire "dans ce contexte" ...
Par exemple, dans un autre contexte, 'turned on' comme dans 'the light was turned on' veut dire 'la lumière est allumée'.
Dans un autre contexte, 'I was turned on' veut dire 'j'étais excité
sexuellement' ...
Pourriez-vous donner la partie manquante, svp ?
