From an appeal in Colombia relating to a tendering process.

The full phrase is "Para fundamentar lo anterior, invoca el desconocimiento por parte de XXX de postulados establecidos en la Ley 80 de 1993 así como, del instituto de las reglas de subsanabilidad.

As I understand it, "reglas de subsanibilidad under Article 10 of the Colombian Decree 2474 of 2008 refer to the provision of documents during the tendering process. I currently intend to use the Spanish and then paraphrase, however if anyone knows of a standard phrase (or if I am way off the mark) I would be grateful.

In tendering and bidding processes there is usually some sort of provision for tenderers to rectify their bids or modify them in some way. I don't think this just relates to defects as such, but rather corrections to specifications, etc.
