I happen to think not.
To me, the description sounds like a mobile elevating work platform. It says "vehículo motorizado" (not "andamio motorizado"). It is therefore clearly a vehicle.
It also says that it serves as "una plataforma volante" (literally a mobile/flying platform).
None of that sounds like scaffolding to me.
