I assume the correct one to be "implantación".
I would say: search and selection of service providers to develop a structure
Often in Spanish, "búsqueda" means a little more than just looking for something, it means looking and finding, or even sometimes collecting ("te voy a buscar").
This is why I prefer "search and selection" for "búsqueda" in this context.
The rest is pretty self-explanatory.
