My understanding from the rest of the text is that this is a line from a play.

Is it an actual idiom that means it's raining hard, or is it just a joke?

Also, what is the literal meaning? I'm thinking "the rain keeps dropping apricots on the bald head of my niece," but I'm not really sure about the words ترخبس مش .

There is a typo here. It is "ترخ بس" not "ترخبس".
The second phrase "علي قرعة بنت أختي" is part of the following Egyptian song for rain.
