"Après une phase amiable (déclinatoire de compétence envoyé par le préfet à la juridiction), et à défaut de déclaration d'incompétence par l'autorité judiciaire, le préfet prend un arrêté de conflit qui oblige la juridiction judiciaire à surseoir dans l'attente de l'arrêt du Tribunal des conflits qui confirmera l'arrêté de conflit ou l'annulera"

This is an older document concerning a case brought before the Tribunal de Conflits.
It is a dispute between the Conseil d'Etat and the judiciary.

Apparently, this is quite an old term in French law and there doesn't seem to be any equivalent in Anglo-Saxon law...any idea?

what ideas do you have? anything you've already rejected? what have you found so far? as it turns out, there is lots of information on the www about this. I assume that an arrêté de conflit isn't a problem. arrêté and conflit can be found in the glossary and most Fr-En dictionaries.
The standard procedure for term like Tribunal de conflits is to keep it in French and provide an explanation in English. Even with an English translation, the French should be kept.

Note from asker:
The challenge was not so much whether there were references to this term, rather the question of whether it is translated into English in conventional usage since there seems to be no standing court with such a name in the English-speaking world and the French court system routinely uses it to settle conflicts between the administrative instances of the government and the judiciary.

arrête is a decree OR a decision

The tribunal de conflits is a court that decides whether the administrative courts or the ordinary courts have jurisdiction. It decides a dispute over which court should be used.
