Yes, it can mean "body" or "authority", but I don't think we'd say that here. I assume this is a letter of recommendation, and I'd say "I would have no hesitation in recommending him to anyone", or "to any potential employer".

I'm not sure I'd go with this if I were doing the translation, but this is what you asked for. The sentence would read: "I would be happy to recommend him to any officials". But nobody would say something like that ..... It's your call, though.

I think both examples would do but I personally prefer "without reservations".
Of course another good way to render this would be:
"I thoroughly recommend it"
