neutral Reed James : "In" would not be my preposition of choice here. In U.S. English, at least, it sounds like the text is inserted inside the paper itself through some sort of microscopic technology.

"Cotejar" means to check, verify, and "va" here is used like the spanish verb "constar", so it means "El documento consta de (va en) 13 páginas...". Hope this helped :)
