Вообще, когда мы иногда задаём вопрос «Почему они до сих пор не сделали ЭТОЪ?», более правильной формулировкой может оказаться «Откуда и как они могли узнать и понять, что надо делать ЭТОЪ». Была ли у них возможность узнать об ЭТОМЪ и понять, что надо делать именно так?
Поясним этот момент рассказом о том, как выглядит воспитание кадров с формально экономическим образованием. Большинство учится на факультете политэкономии университета им. Ким Ир Сена (Кимдэ), где дают смесь чучхе и советской политэкономии 1960-х. Кроме того, ***никто не поставит двойку*** сыну руководителя высокого ранга.

I'm mystified. Could it mean something like, "Nobody second-guesses the boss's son"? It's from an article about how North Koreans see things.

Yes, grading system in Russian educational institutions is 1 to 5: 1 & 2 - fail, 3 - pass, 4 - good, 5 - excellent.

Двойка is a failing grade, and to give someone an F is to fail them.

It is just that they are to scared to give a bad grade to sons of important people.

hardly anyone would run the risk of disclosing that X is not the bright head he pretends to be, or:

nobody would dare to give X bad marks
