See the following website:

"- te hebben nagelaten op de plaats van tewerkstelling een bijzonder personeelsregister bij te houden;"

And in English

"- failed to keep a special staff register at the place of employment;"

decentralized personnel register

There is no "official term" in English, as the official working languages in Belgium are Dutch, French and German.

The "special personnel register" is to be kept by an employer who has staff at many different locations, next to the "personnel register" in the head office. Because of this function, it can also be called "decentralized personnel register".

agree writeaway : but why explain this in English to a fellow Vlaming? /so you are one of the many native NL speakers who actually believe that (genuine) native Anglos are incapable of reading/understanding Dutch??? Hmmm

Thanks for the endorsement. The answer is in English to make it more accessible to all; this answer is re-posted because the question was re-posted so as not to have two terms in one question (see the discussion there).
