Shalom everyone.

I have the following sentence. I am having problems with two parts of it which I shall post as two separate questions.

The sentence is:

המזכירות תקבע את התיק על פי סדר ניתוב התיקים לק.מ. לפני שופט ההוכחות

The first issue is with this abbreviation, been racking my brain but to no avail.

Ty,

please note that preliminary hearing is most commonly used in criminal cases. if your text deals with a civil case i would use one of the other options

Hard to say but it could possibly be קדם משפט although I would have expected that to be ק"מ

Based on your sentence I think that קצין מבחן fits the content.
