I do think that 'smetton' refers to two things:
- smet - contaminate / infect
- ton - container

so it is a container for potentially contaminating / infective material

So, what exactly is medical waste? Medical waste comprises of blood soaked bandages, syringes, IV sets, broken glasses, ampoules, urine and blood bags, amputated limbs and other body parts. In the words of 19-year-old Anil Singh, "pretty gross, isn't it?"

But apart from being "gross", medical waste is also highly infective. But before the panic sets in, it is important to remember that not all of it is infective. When this problem first came to light, the law-makers missed out on the fact that if the non-infective bulk in hospitals is separated from the rather small portions of the infected waste stream, the problem could be reduced to a fifth of what it was.

Several national and international studies have shown that out of the entire medical waste stream only 15- 20% is infectious or hazardous; and the rest is simply general waste. The problem attains a mammoth aura only when this small quantity of hazardous waste is mixed with the innocuous bulk of general waste, contaminating the entire waste stream.

Thus the immediate change that was needed, when the issue was raised, was to replace the one bin system to a three or four-bin system: a foolproof system of segregation of waste.

Segregation refers to the storing of waste in separate containers. It is the most important aspect of Bio medical Waste (Management and Handling) rules, 1998. The rules not only enlist different waste categories and the materials that belong to the individual categories but also prescribe colour codes and detail the type of treatment technology for each of these categories. There are 10 categories in all, although the major chunk of waste fits into 3 categories (most of the other waste is location specific).
