Chápu to tak, že pokud chce někdo dostávat příspěvky (od státu), musí splňovat určité podmínky a to jak sociální, tak i právní (ze zákona). V překladu bych nechal i "legal" ne pouze "social", aby se tyto právní podmínky nevytratily.
