English to Russian Marketing Tourism & Travel Hotel business

Это выражение довольно часто попадается. Хотелось бы точно понять, что это такое.

Вот пример использования в тексте:

По смыслу получается, что это некие местные клиенты, с которыми условия сделок отличаются от обычных. Есть ли устойчивый русский термин для этого выражения?
