О каком законе и законопректе идет речь? Извесно ли из контекста, какой именно законопроект ставится на утрату, и каким законом? Подходящий перевод "поставить на утрату" - repeal, однако это слово может применяться только к действующему законодательному акту, а не к законопроекту. Если переходными положениями нового закона на утрату ставится еще не принятый законопроект, то может подойти глагол "withdraw". Правильный перевод "переходных положений" - transitional provisions.

I've used "presented" for поставлен because it won't necessarily be adopted. I'd use "tabled" but that has opposing meanings on different sides of the Atlantic!
I can't see how принимаемым Законом can be fitted in, because I don't understand if the законопроект is an amendment to the принимаемым Законом. If not, there are nowhere near enough words to explain what's going on.
I'm grateful to Oleg for trying to explain it!

neutral ViBe : Are "transitional arrangements" to be removed? Hmm... The source is VERY confusing, indeed, and one could take it to mean that said transitional arrangements would contain some phase-out provisions for the other [alternative?] draft law. Oh, well…

schedule for termination in regard to transitional provisions

The Law being adopted will schedule the draft legislation for termination in regard to transitional provisions.

I agree that the RUS source language has little sense. IMHO, this is a perfect example of the 'parliamentarian slang': 'поставить на утрату' = 'лишить силы'.

However, my reasoning was:

(a) There is a certain draft legislation that has some transitional provisions;

(b) It is being discussed to be adopted as the Law;

(c) As a result of the discussion, it will be passed w/o the transitional provisions;

(d) However, the transitional provisions have already been enacted by, say, a President's Decree;

(e) So, the Parliament (when adopting the Law) will have to put on its agenda the termination of the already enacted transitional provisions by a separate piece of legislation .

That's how I read it and I would appreciate any other better translation of the process into English.

Unfortunately, I don't have a good acquaintance among members of any parliament to double-check if my understanding is anywhere close to reality after midnight my time :-)

My guess is that the key words here are "override" / "supersede" / "take precedence over," for which the new law established "transition rules."

The Russian is ambiguous, if not nonsensical. The way it is worded, I can see TWO (draft) laws being tabled (in the British usage, that is, as in put ON the table rather than on the back burner =)), with the former, when and if passed, overriding/supersede/taking precedence over the latter, for which purposes it contains some transition rules during which the latter (referred to as “Законопроект” in the source) will be gradually phased out while the former («принимаемый Закон» in the source) becomes fully valid / comes into effect. Which presumes that the latter (“Законопроект”) has already been effective for some time, which doesn’t make much sense.
The question remains, though, how a “Законопроект” can possibly be effective at all before a «принимаемый Закон» (which is apparently a different piece legislation) has been passed, with or without transition rules in it.
