I can't decide on the difference between choosing a term using 'living' or 'life' here. E.g. 'independent living' or 'independent life'.

state of self-sufficiency(independence)

Perhaps it's just me, but independent living/life just doesn't really sound very natural to me in this context. Just a suggestion, but perhaps you could try something like "return to a state of self-sufficiency," or if you feel that this is saying too much that the source is not, "return to a state of independence."

Independent life

The 1st impression of "independent living" (and the majority of the first few pages of google hits) is that it is used more often to refer to elderly or disabled people, or older foster children, being able to live on their own. "Independent life" is also used for those cases but also for people no longer receiving welfare or other assistance. Hope that helps...

self-supported life

「自立生活に戻る」という原文に添う場合は、self-supported lifeが判り易いと思います。
Independent life も正しいのでしょうが、意味が広く、親からの自立ということ等が含まれてしまうのではないでしょうか。

あるいは、「一旦生活保護を受け始めれば」という前文を受けて、“become dependent on assistance (生活保護に対する依存が強まる)” という言い方もあるかなと思います。

to support themselves

I was going to agree with self sufficiency at first, but if I was the translator I would not necessarily stick to the "noun-to-noun" translation. If you have to "self-support system" or self-supporting state of mind. I think we are talking about willingness in supporting themselves.
