My take on this is that the customer will receive a discount if it agrees to order and pay for a fixed amount of products on a regular basis (every month?). There's somesomething called a "fixed amount discount" that cropped up in a search I did. Here's a link to the whole search. A-kontoregning

Just a suggestion... I take it the recurring bills have to be updated according to the actual list prices each month, or something like that.
Discussion
Finally, there is a third explanation from SNL, which state that fast regning is direct sales without a middle man. This explanation means little sense to me, but if you are indeed working on the case I think you are, it might be applicable.
