Entiendo que quiere decir que al ser una superficie (del soporte) que no absorbe bien la imprimación ésta no se adherirá y se desprenderá goteando (lixiviará).
La imprimación es un tratamiento (parece pintura) para el acero que lo protege y permite su pintado posterior. Puede ser también que la pintura ya tenga imprimación.
