(Transfer pricing) allows the transfer of artificial profits across borders
Transfer pricing is an economic term specific to multinational companies and is a technique to minimise corporate tax. So, for example, if a company has a factory in country A and another in country B and the tax rate is higher in country B, then the company has an incentive to sell products from its site in country A to country B at a artificially high price. That way, they make more profit in country A and less in country B. Hence, a literal translation from the French works perfectly well for people who know about this concept.
Discussion
Say 'price'. Cost in the usual sense is not observable and is irrelevant anyway: the transfer price is supposed to reflect fair market value in an arm's-length transaction. And the reason the authorities need to police intra-group transfers is that they are NOT arm's-length transactions.
I used "benefits", I also found some hits on Google for it, but I believe "profits" might also be used. It's a matter of choice, since there are several categories of transactions that are mentioned in your context, so "profits" might be a little too restrictive. This is why I used "benefits", as a larger category.
