The Commission also heard concerns about the impacts on hu- man health and the environment of the MOE’s “permit-by-rule” system for so-called “lower risk” activities. This registration process for “lower-risk” activities, along with a revamped approvals process for all other activities, is supposed to make Ontario “more attractive for business development”.

ENVIRONMENTAL ACTIVITY AND SECTOR REGISTRY (EASR) PATH
New Part II.2 of the EPA requires the MOE to establish a registration system for lower-risk
activities that would otherwise require air, waste or sewage works approvals. These activities are prescribed by activity- and/or sector-specific EASR regulations. The new EASR process is essentially a "permit-by-rule" system where a standard set of rules for eligibility and operation are followed instead of the need for a customized approval.
